MARCHAND FOR MAYOR CAMPAIGN ANNOUNCES PLAN FOR TRANSPARENCY AND VALUE FOR MONEY AUDIT FOR ENWIN

Posted on: September 13th, 2018

Today, after consultation with the community, Mayoral Candidate Matt Marchand announced his plan for increased Transparency and Value for Money Audit for ENWIN.

According to the Ontario Energy Board’s Bill Calculator, ENWIN has one of the highest electricity rates in comparable markets in Southwestern Ontario (see backgrounder documents 1, 2, 3).

Windsor residents need to understand why.

This is one more reason an Auditor General for Windsor is needed. The role of the Auditor General is to see that spending is done prudently and wisely and to perform value for money audits. We need such an audit for ENWIN.

Vision: Reform ENWIN.

Plan: Conduct a Value for Money Audit by the Auditor General for potential rate savings and transparency and make the findings public.

Action: Implement new procedures within first 200 days of Independent Municipal Auditor General being in place.

Additional areas to be considered by the Auditor General and the new Council for the reform of ENWIN:

  1. Establish Term Limits for ENWIN Board members and its affiliated companies. Maximum years to serve is 8 years combined.
  2. Set the tone from the top. Reduce number of ENWIN Boards from 3 to 2 for cost savings and efficiency.
  3. Board members cannot serve on multiple boards and get multiple retainers.
  4. ENWIN to report to City Council and the community in an open session every 6 months.
  5. ENWIN Agenda and Board Packages to be available online and the Annual Report will be available online, not “by request”.

“In order to provide transparency and value for money for Windsor ratepayers, this plan is good taxpayer governance,” said Matt Marchand.

“The Marchand for Mayor Campaign has calculated that eliminating the ENWIN Energy Board payments saves approximately $85,000 annually or $340,000 over four years. With the four other dual directorships between ENWIN Utilities and Windsor Canada Utilities, we have $40,000 savings annually or $160,000 over four years. That’s a half million dollars of real savings over four years,” Marchand continued.

Vision & Plan: We’re looking for Volunteers and Contributors to be part of new ideas and direction. Action: Sign up for more information as well as donate right on our website at www.votemarchand.com.

This is the sixth in a series of policy platforms and ideas to be released between now and Election Day. The Marchand for Mayor Campaign is continuing to bring business, labour, and the community together to transform Windsor with new ideas and direction.
